Do we need a wall? Yes. However, my belief is similar to former Homeland Security and current White House Chief of Staff John Kelly, who commented during his confirmation hearing that “A wall does not solve our security problems. In fact, building a wall from sea to shining sea would be the most expensive and least effective way to secure the border.” The Obama administration, during the past eight years, had only one approach to border security. I believe, like Republican Congressman Will Hurd or Texas says, “We must change the strategy, not simply adopt a different one-size-fits-all solution. Each sector of the border faces unique geographical, cultural and technological challenges that would be best addressed with a flexible, sector-by-sector approach that empowers the Border Patrol agents on the ground with the resources they need. What you need in San Diego is very different from what you need in Eagle Pass, Tex.”
Pro-Israel and Israel Relations
We support Israel. We celebrate our shared values and we encourage United States – Israeli trade, investment, military, and scientific cooperation. We also pray for peace in that region of the world and continue to urge a two-state solution.
American History Curriculum
The teaching of American history is critical to our youth today. A country that does not know its history is doomed to repeat the mistakes of its past. Unfortunately, there is a big divide and debate between the type and the amount of history. I say all history should be offered. American History, African American History, Western Civilization, and European/U.S. History. Students should be taught both this countries great achievements and its failures.
Strengthening Biblical Values
Mark believes it’s important to return to basic biblical values. Too many laws about moral standards have been removed. Our country used to be a nation of strong biblical values but is not anymore. As a Pastor and Religious leader, Mark Burns has consistently demonstrated that he will fight for Christian principles even if it at great personal cost.

Implementation of “Restaurant Wage Parity” (RWP) program
Since 2009, the federal minimum wage for regular workers has been $7.25 an hour. For tipped workers, it’s been far lower for far longer — $2.13, where it’s been stuck for more than two decades. In theory, employers are expected to make up the difference if tips don’t bring workers up to the regular minimum wage. In practice that does not happen. The RWP program will bring all the stakeholders, the government, businesses and the workers, to collectively work together to insure that all restaurant workers are paid the federal minimum wage.
Implementation of Veterans Owed Youth Operated (VoYo) program
VOYO is a mentorship and training partnership between Veterans, Youth and Youth Promoter. The participating Veterans include disabled, homeless and underemployed, the youth are 7th and 8th grade boys and Youth Promoter. Youth Promoter is a national organization that theorizes all youth are at risk.
VOYO will reduce homelessness among veterans and illegal activity amongst our youth as they now have a way to legally earn money.
Implementation of “IThink Threat notification (IThink) program
On February 14, 2018, a day in America when love was supposed to be expressed, 17 families’ worst nightmare came to life with the Marjory Stoneman Douglas High School shooting. Nineteen-year-old Nikolas Cruz fulfilled his quest of becoming a Professional School Shooter. Despite all the warnings the current system failed to save the lives of innocent people.
iTHINK is a Youth Promoter (YP) initiative in partnership with stay at home Moms, Grandmothers, Mental Health Professionals and Black Dentists. The intention of iTHINK is to train and promote individuals to make a call when they think bad behavior is about to happen. The iTHINK process will provide confidence that action will take place once an individual reports a potential threat. Through the success of that process, the loss of life can be prevented. iTHINK will reduce, deter and eventually eradicate school shootings and deadly crimes by youth between ages 11 and 20.
Implementation of “Financial Security for Seniors (FSS) program
The Government Accounting Office states that high unemployment and slow market recovery in the wake of the recent economic downturn have put added strain on efforts to provide financial security for older households. While the recession has affected all age groups, older adults—particularly those close to or in retirement—may face a greater burden. My FSS program will focus on those seniors age 70 or greater. We will work to empower local agencies to raise the percent of food stamps to a minimum of $100.00 per month. Additionally, we will work to insure that all senior medicine is 100% covered.
